- What is SOAR? SOAR is a model and methodology for assisting eligible applicants to apply for Social Security Disability Benefits. Applicants are individuals who are experiencing or at-risk of homelessness and have a serious mental illness and/or co-occurring substance use disorder. It is sponsored by SAMHSA in collaboration with the Social Security Administration in all 50 states since 2005.
- Why is SOAR important? The Social Security Disability Benefits application process is not easily accessible. It is often overwhelming and time consuming. People are often denied for reasons unrelated to their disability or eligibility. Through Disability Benefits, SOAR provides access to housing and healthcare, increasing the likelihood of stability for anyone at-risk of or experiencing homelessness.
- How does SOAR Ohio work? The SOAR Ohio State Lead at COHHIO provides training and certification for staff to use SOAR methodology to submit complete, high-quality SSI/SSDI applications. COHHIO is in regular communication with Social Security Field Office and Disability Determination Services staff to share lists of approved SOAR Ohio specialists. The SOAR Ohio 5-H Coversheet expedites applications directly to a special unit at DDS/Disability Determination Services.
- Who can be SOAR-Certified? Anyone who is interested! There are 71 agencies in SOAR Ohio’s tracking system including behavioral healthcare providers, hospitals, LGBTQIA+ organizations, faith-based charities, developmental disabilities boards, job & family services, shelter and outreach staff, and more.
- Is there any cost or commitment? SOAR training and certification are 100% free. If you do not plan on submitting at least 1 SSI/SSDI application per quarter, please reach out to Erica Copley, SOAR Ohio State Lead, on a quarterly basis to remain on the list of Active SOAR Ohio Specialists distributed to Social Security & DDS Staff.
- How do I get SOAR Certified? First pass the online course at https://soarworks.samhsa.gov. After successful completion of the course, you will receive an invitation from COHHIO to attend SOAR Ohio Certification Training. This is a one-time, 3-hour virtual session offered once on a quarterly basis.
